Things to know

The New Zealand Transit Trap
The most critical insight shared by travel community members is the "single-entry" visa trap.
• The Problem: Almost all flights to the Cook Islands (Rarotonga) route through Auckland, New Zealand. If you hold a standard single-entry New Zealand Visitor Visa (fee is NZD $441 for single applicant) , you will "use it up" when you land in Auckland. When you try to fly back from the Cook Islands to New Zealand to catch your flight home to India, you will be denied boarding because you have no remaining entries.
• No to transit visa: A transit visa (Fee is around NZD $235) doesn't give you enough access, as Transit is restricted exclusively to Auckland International Airport. If you transit through any other airport in New Zealand, you cannot use a transit visa. You must stay inside the designated airport transit area for less than 24 hours. If you need to switch terminals (e.g., international to domestic) or leave the secure transit area, a full Visitor Visa is required.
• The Solution:
1. You can route your journey to the Cook Islands with a layover in Australia, though ordinary Indian passport holders must still obtain an Australian Transit Visa (Subclass 771) for free (AUD $0) or a valid Australian visitor visa (AUD $250) before boarding, even if you remain airside for less than 8 hours. Approval time - 10 to 19 business days (up to 22 working days in some peak windows). Recommended Application Window - At least 30 days before your travel date.
2. If you want to go through New Zealand, Indian passport holders must apply for a Multiple-Entry New Zealand Visitor Visa (fee is NZD $441 for single applicant, NZD $541 for two) or a specific Transit Visa (Fee is around NZD $235), ensuring it covers both the entry and return legs of the trip.

Strict Border Control Reality
On the Cook Islands travel forums, users point out that despite being a "visa on arrival" destination, immigration officers are incredibly strict due to the island's remote nature. You must have concrete physical or digital proof of the following elements to even clear the airline check-in counter:
• Passport Validity: 6 to 12 months remaining beyond your departure date. Some official sources say 6 months, but travel providers like Sticholidays recommend 12 months for safety.
• Blank Pages: Two blank pages opposite each other. Crucial for the local entry stamps.
• Accommodation: Exact name, location, and contact number of the host. You cannot list "deciding later." Border agents regularly verify bookings.
• Onward Travel: A fully confirmed return ticket out of the islands. Dummy tickets or unconfirmed itineraries will result in denied boarding.
• Extended Stays: Stays longer than 31 days require an application for a visitor permit extension or a formal visa in advance through the Cook Islands Ministry of Foreign Affairs and Immigration office in Rarotonga.

Hidden Triggers for Automatic Denial
According to experienced local forum contributors on TripAdvisor, the Cook Islands explicitly turn away travelers at the Rarotonga airport for specific reasons that go beyond basic paperwork:
• Criminal Backgrounds: Unlike many visa-on-arrival states, if you have any past criminal convictions, you are legally required to apply for a pre-travel exemption and pay a processing fee through Cook Islands Immigration before booking your flights.
• Vaping and Biosecurity: Carrying illicit goods, undeclared biosecurity items (like fresh food), or restricted vaping materials can get you immediately turned around or heavily fined at customs.
